    • Allied Health Professionals (AHPs):
      • Existing AHP institutions to be upgraded and new ones established across private and government sectors.
      • 1,00,000 AHPs to be added over the next 5 years.
    • Medical tourism:
      • Five Regional Medical Hubs are proposed to promote India as a medical tourism hub.
    • AYUSH:
      • 3 new All India Institutes of Ayurveda are proposed.
  • Animal husbandry as a capacity layer
    • Veterinary professionals to be scaled up by 20,000+.
    • A loan-linked capital subsidy scheme is proposed for private-sector creation of:
      • veterinary and para-vet colleges,
      • hospitals,
      • diagnostic labs,
      • breeding facilities.
  • Orange economy: AVGC at school and college scale
    • Indian Institute of Creative Technologies is to be supported to set up:
      • AVGC Content Creator Labs in 15,000 secondary schools and 500 colleges (Visual Effects, Gaming, Comics).
  • Education infrastructure: where learning is placed physically
    • 5 University Townships are proposed near major industrial and logistics corridors via challenge route.
    • Through VGF/capital support, one girls’ hostel in every district is proposed.
  • Tourism: skilling + digital knowledge infrastructure
    • National Council for Hotel Management and Catering Technology is to be upgraded to a National Institute of Hospitality.
    • A pilot to upskill 10,000 guides across 20 tourist sites is proposed via a standardised 12-week hybrid course (in collaboration with an Indian Institute of Management).
    • National Destination Digital Knowledge Grid is proposed to digitally document places of cultural, spiritual, and heritage significance.
  • Heritage as “experience economy”
    • 15 archaeological sites are proposed to be developed as experiential cultural destinations, including:
      • Lothal, Dholavira, Rakhigarhi, Adichanallur, Sarnath, Hastinapur, Leh Palace.
  • Sports
    • Khelo India Mission is proposed to transform the sports sector over the next decade.
  •  Development through targeted interventions
    • 1) Farmer incomes
      • Integrated development of 500 reservoirs and Amrit Sarovars is proposed.
      • High-value agriculture support is proposed for coastal high-value crops like coconut, sandalwood, cocoa, cashew.
      • Coconut Promotion Scheme is proposed to lift production and productivity.
      • Bharat-VISTAAR (a multilingual AI tool) is proposed to integrate:
        • AgriStack portals and
        • ICAR package on agricultural practices
        • with AI systems.
    • 2) Empowering Divyangjan
      • Divyangjan Kaushal Yojana is proposed for task-oriented, process-driven roles in:
        • IT,
        • AVGC,
        • hospitality,
        • food and beverages.
    • 3) Mental health + trauma care
      • NIMHANS-2 is proposed in north India.
      • National Mental Health Institutes in Ranchi and Tezpur are proposed to be upgraded as Regional Apex Institutions.
    • 4) Purvodaya states + North-East
      • An integrated East Coast Industrial Corridor is proposed with a well-connected node at Durgapur.
      • 5 tourism destinations are proposed in the 5 Purvodaya states, along with 4,000 e-buses.
      • A scheme is proposed for Buddhist circuits across:
        • Arunachal Pradesh, Sikkim, Assam, Manipur, Mizoram, Tripura.
  • Federal transfers (Finance Commission channel)
    • As recommended by the 16th Finance Commission, ₹1.4 lakh crore is provided to states in FY 2026–27 as Finance Commission grants.
