Varanasi’s redevelopment programme now reads like a balance sheet for a mid‑sized nation. Between May 2014 and March 2025, 580 projects—of which 472 are complete and 108 under execution—command a combined outlay of 48,459 crore. What began as a sprinkling of make‑over schemes has matured into a meticulously tiered investment plan spanning highways, sewers, supercomputers and sports arenas—all while safeguarding the city’s 3,000‑year‑old soul.

Highways, Runways and Waterways

  • Ring Road & NH Upgrades: Sixteen strategic highway packages—notably the 72‑km Varanasi‑Gorakhpur NH‑20 and the six‑lane Prayagraj corridor—soak up more than 20,000 crore, knitting Purvanchal into national supply chains.
  • Bridges & Fly‑overs: Twelve new river or rail bridges reduce what locals wryly call the “Ghat‑to‑Ghat crawl”.
  • Airport & Inland Waterways: Five airport modernisation works and three navigation projects on National Waterway‑1 prepare Kashi for a multimodal travel boom.

Urban Plumbing Gets a 21st‑Century Overhaul

Twenty sewage‑treatment plants—capex 1,124 crore—now intercept waste before it hits the Ganga. The conversion of diesel craft to CNG, inaugurated by the Prime Minister in 2022, dovetails with these plants, reinforcing the Namami Gange mission. Meanwhile, seven smart‑street packages and six multilevel parking or kund‑renovation schemes lighten the daily grind for both pilgrims and residents.

Health, Education and Human Capital

  • Health: Forty‑two discrete projects, from refurbished district hospitals to a critical‑care block at BHU, together account for 1,870 crore—the largest social‑sector slice.
  • Education: Thirty‑one investments, including the Inter‑University Teacher Education Centre and PARAM Shivay super‑computing facility, anchor Kashi’s bid to become a knowledge hub.
  • Agriculture & Irrigation: Fourteen projects and 845 crore channel new cold‑chain links and flood controls into the rural hinterland.

Tourism: From Backpacker Pit‑stop to Premium Circuit

Ten urban tourism projects (₹106 crore) bolster headline acts such as the Kashi Vishwanath Corridor (355 crore), the Tent City luxury campsite and MV Ganga Vilas, the world’s longest river cruise. A separate tranche of twenty rural‑heritage schemes (₹615 crore) is raising lesser‑known ghats and craft clusters into must‑visit niches.

A City that Breathes Antiquity, Lives Modernity

Evening aartis continue to paint the ghats in gold; yet the logistical spine beneath them would be unrecognisable to a visitor from a decade ago. Expressways now kiss the riverfront, fibre‑optic lines lace through renovated lanes, and the city’s carbon footprint is slowly being curbed by CNG boats and LED lighting.

Varanasi’s regeneration is not a triumph of concrete alone; it is a proof‑of‑concept that heritage cities can scale modern infrastructures without forfeiting identity. With only 108 schemes left on the workbench, the ringing temple bells of Kashi seem set to harmonise indefinitely with the hum of progress.
