Washington, D.C., February 13, 2025 – In a landmark visit that underscores the growing strength of India-US relations, the Prime Minister of India met with US President Donald Trump in Washington, D.C. The visit, which comes just weeks after President Trump’s second-term inauguration, reflects the strategic priority both nations attach to their bilateral partnership. The discussions spanned trade, defence, technology, energy security, and regional cooperation, leading to significant agreements aimed at fostering a new era of cooperation.

Trade and Investment: Towards a $500 Billion Milestone

A major highlight of the visit was the announcement of Mission 500, an ambitious initiative to expand bilateral trade to $500 billion by 2030. Both nations agreed to negotiate a multi-sector bilateral trade agreement by the fall of 2025, addressing key areas such as market access, tariff reduction, and supply chain integration. India and the US also reaffirmed their commitment to promoting investments in high-value industries, with Indian companies pledging over $7 billion in new investments across American markets.

Defence and Security: A New Framework for Cooperation

Defence cooperation remained a focal point, with both nations announcing a new 10-year framework for the US-India Major Defence Partnership (2025-2035). Key aspects include advancing defence procurement, co-production agreements, and initiating discussions on a reciprocal defence procurement arrangement. In a strategic move, the US committed to reviewing its arms transfer regulations to streamline defence trade and technology exchange. Additionally, the launch of the Autonomous Systems Industry Alliance aims to strengthen collaboration in next-generation defence technologies, particularly in underwater domain awareness.

In a significant development, the US announced its intention to pave the way for the sale of F-35 fighter jets to India, marking a new phase in India’s military modernisation. While formal negotiations are yet to begin, the discussion underscores the deepening strategic defence collaboration between the two nations.

Technology and Innovation: The US-India TRUST Initiative

Recognising the pivotal role of emerging technologies, the two leaders launched the US-India TRUST Initiative (Transforming the Relationship Utilizing Strategic Technology). This initiative seeks to bolster cooperation in artificial intelligence, semiconductors, quantum computing, biotechnology, and space. A notable component is the Indus Innovation platform, modelled after IndusX, which will foster collaboration in space and energy sectors.

Artificial intelligence featured prominently, with both nations agreeing to conclude a US-India Roadmap on Accelerating AI Infrastructure by the end of 2025. This will enable industry partnerships and investments in advanced data centres and computing capabilities for AI research and development.

Energy and Sustainability: Strengthening Energy Security

Energy cooperation saw renewed focus, with agreements to advance hydrocarbon production and trade to ensure global energy price stability and affordable access. Discussions also included accelerating civil nuclear collaboration, with commitments to develop US-designed nuclear reactors in India, coupled with technology transfer and localised production. The two sides also reaffirmed their commitment to collaboration on small modular reactors.

A Strategic Mineral Recovery Initiative was also launched, aimed at enhancing cooperation in the extraction and processing of critical minerals essential for high-tech industries and energy security.

People-to-People Ties and Higher Education Collaboration

With nearly 300,000 Indian students in the US, the leaders acknowledged their contribution to the American economy and agreed to deepen collaboration between educational institutions. India invited US universities to establish offshore campuses in India, leveraging ongoing reforms in the higher education sector. Additionally, commitments were made to streamline legal mobility avenues for students and professionals while reinforcing measures against illegal immigration and human trafficking.

Regional and Global Cooperation: A Shared Vision for Stability

Discussions also covered pressing regional and global issues, reinforcing India and the US as key partners in shaping the Indo-Pacific security landscape. India will host the Quad Summit later this year, with an invitation extended to President Trump. Both leaders also reaffirmed commitments to the IMEC Initiative and I2U2 Construct, aimed at enhancing connectivity and commercial investments in the Indian Ocean region.

In a new development, the Indian Ocean Strategic Venture was launched as a bilateral forum to advance coordinated investments in regional connectivity and commerce. Both nations also expressed a firm stance against threats to sovereignty and diplomatic security, committing to stronger law enforcement cooperation to counter hostile elements.

Addressing Trade Deficit and Tariffs

The issue of tariffs featured prominently in discussions, with President Trump highlighting concerns over high tariffs on American goods, including automobiles. Both sides agreed to initiate negotiations to address tariff and trade imbalances, with India reaffirming its commitment to a fair and expanded trade partnership. Additionally, India agreed to increase energy purchases from the US, potentially reaching $25 billion in the near future, to help reduce the trade deficit.
